在外需持续低迷、内需长期不振的双重压力下,我国经济要保持平稳健康发展,就必须有效扩大内需。内需推动经济增长的重点是消费拉动,因此,只有建立起保障和改善民生的长效机制,加大教育投入,提高教育质量,推进义务教育均衡发展;切实增加人民收入,提高人民生活水平;完善各项社保、养老和医疗保险制度,才能让百姓有钱可花、有钱敢花,从而使扩大内需成为现实。
