三峡库区地质灾害防治中行政应急权力的法律规制

三峡库区是我国地质灾害多发区,为防治地质灾害常常启动行政应急权力。但应急权力的行使存在着诸多问题,为此,笔者提出应从设立三峡库区地质灾害行政应急管理的常设机构、建立和健全库区地质灾害防治中行政应急程序机制、行政应急责任机制、行政应急救济机制等,并对三峡库区地质灾害防治中行政应急权力的行使进行法律规制。

To Regulate the Administrative Power in the Geographic Disaster Preventive Treatment in the Three Gorges Dam Area

Geographic disasters happen quite frequently in the Three Gorges Dam Area,so it＇s necessary to exercise the administrative power to the prevent the disaster.Whereas there appears a lot of problems in the exercise of the administrative power.In this essay the author tries to suggest some methods to regulate it.The methods include：to set up the standing administrative body for the emergency affairs,to build and perfect the administrative emergency procedure,and to construct the responsibility mechanism and relief mechanism.
