生命历程理论视野下我国社会政策的创新发展——围绕民生建设“七有”目标的分析

党的十九大提出要在"幼有所育、学有所教、劳有所得、病有所医、老有所养、住有所居、弱有所扶"七个方面取得显著进步。民生建设"七有"目标的提出是基于民生建设与人的生命历程关系规律的科学认识和深刻把握,也与我国传统"大同"社会理想一脉相承,并借鉴了发达国家社会政策建设的经验启示。以生命历程理论观照新中国社会政策发展演变的历程,分析现阶段我国社会政策建设取得的成效与面临的挑战,立足新时代社会主要矛盾变化以满足人民日益增长的美好生活需要为目标推进社会政策创新发展,显然具有重要的意义。

Innovation and Development of China's Social Policy from the Perspective of Life Course Theory——An Analysis on the"Seven Goals"of Improving People's Wellbeing

The 19 th National Congress of the Communist Party of China(CPC)proposed to make steady progress in ensuring people’s access to childcare,education,employment,medical services,elderly care,housing,and social assistance.The"seven goals"of improving the wellbeing of the people is based on the scientific understanding and profound grasp of the law of relation between people’s livelihood construction and people’s life course.It is also in line with China’s traditional social ideal featuring"Great Harmony",and draws lessons from the experience of social policy construction in developed countries.Based on the theory of life course,this paper examines the development and evolution of China’s social policies,analyzes the achievements and challenges of China’s social policy construction at the present stage.In the context of the change of the principal contradiction facing Chinese society,it is of great significance to promote the innovative development of social policies with the goal of meeting the people’s ever-growing needs for a better life.
