中国共产党执政的组织基础:精英转换与精英塑造

执政骨干队伍建设是中国共产党长期执政的组织基础和人才支撑,因此,加强对执政精英的基础性研究,便成为中国共产党需要完成的重大时代课题。在对相关文献进行梳理的基础上,运用贝尔的"中轴原理",揭示新中国成立以来中国共产党革命精英、技术精英和政治精英转换和塑造的政治—经济动因;分析中国共产党在长期的精英转换和塑造中形成的培养接班人的目标、唯贤与忠诚的标准、党管干部的原则、阶梯晋升的进路和干部教育培训的方式等基本特征,进而提出开放选任视野、营造竞争环境、丰富民主方式、建构激励机制和强化监督管理等可选路径,可以为建设一支忠诚干净担当的高素质专业化执政骨干队伍提供研究支撑。

Organizational Basis for the Ruling of Communist Party of China:Elite Transformation and Elite Shaping

The building of the backbone team of the ruling party is the organizational foundation and talent support for the long-term ruling of the Communist Party of China.Therefore,strengthening the basic research on the ruling elite has become a major issue of the times that the CPC needs to address.This article uses Bell’s"central axis principle"to reveal the political-economic motivations for the transformation and shaping of the revolutionary,technical and political elites of the Communist Party of China since the founding of the People’s Republic of China.The article also analyzes the basic characteristics formed in the process of transformation and shaping of the elites,such as the goal of cultivating successors,the standards of meritocracy and loyalty,the principle of Party administration of cadres,the way of step-by-step promotion,and the methods of cadre education and training.It proposes some optional pathways including opening up the vision of selection,creating a competitive environment,enriching democratic methods,constructing incentive mechanisms and strengthening supervision and management.
