| 摘 要： | 串通投标案件指在招标投标过程中,投标人与招标人或投标人与投标人之间相互勾结,损害国家、集体、公民合法利益,情节严重的犯罪。串通投标具有诸多特点和多种表现形式。防范和打击串通投标犯罪,必须建立健全相关的规章制度,加强监督和监管,严肃查处案件,完善追究制度。
