| 摘 要： | “警政为新政之基”，警政为宪政的运行提供保障的同时，也反映出宪政的真实水平。警政建设自身不具有随意的自主性，在宪政的进程中警察制度的每一项设计都是围绕着宪政的核心价值展开。宪政发展为警政发展提出要求。警政在宪政的框架内进行着本土化校正。

| Abstract: | Police politics ensures the running of constitutionalism and reflects the real level of constitutionalism as well. Police politics itself has no casual independence. The police systems are designed centering on the hard core of eonstitutionalism. The development of the constitutionalism asserts a claim to the development of police politics. |
