惩治和预防腐败体系的现代化建设——以苏南区域国家治理体系和治理能力现代化为视角

完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化,是中国共产党十八届三中全会决定确立的全面深化改革的总目标。国家治理体系和治理能力现代化中都包含了惩治和预防腐败体系。苏南地区推进区域惩治和预防腐败体系现代化建设,是贯彻十八大、十八届二中、三中全会精神的必然要求,是落实国家关于苏南现代化示范区建设规划的现实要求,必须在经济社会快速发展的同时,积极探索党风廉政建设、反腐败工作方式转型和功能升级的实现路径。要强化惩防职能、实化惩防功能、提高惩防效能,促进人心清纯、干部清正、政府清廉、政治清明、社会清朗。

Study on the Modernization Construction of Punishing and Preventing Corruption System --From the Perspective of National Governance Systems and Governance Capability Modernization in Southern Jiangsu

It is the overall goal of deepening reform for the 3rd Plenary Session of the 18th Central Committee of the CPC to improve and develop the socialist system with Chinese characteristics, and promote the modernization of national governance systems and governance capacity. National governance systems and governance capacity inherently include the punishing and preventing corruption system. Southern Jiangsu promotes regional punishing and the modernization of preventing corruption, which is a necessary requirement to implement the spirit of 18th Party Congress, the 2nd and 3rd Plenary Session of the 18th Central Committee. It＇s also the practical requirements to implement the plan of establishing modernization demonstration Areas in Southern Jiangsu. When promoting rapid economic and social development, we must actively explore a path of clean government and anti-corrnption work to achieve the transformation and upgrade the function. We must strengthen the functions of punishment and prevention, implement its capabilities and improve its effectiveness so as to keep people pure, cadres honest, government clean, politics clear, and society bright.
