大连市当前经济犯罪特点及对策

经济犯罪是指在商品经济的运行领域中,为谋取不法利益,违反国家法律规定,严重侵犯国家经济管理制度,破坏社会主义市场经济秩序,依照刑法应受刑罚处罚的行为[1]。当前我市经济犯罪出现高发态势,呈现出总量快速增长、涉案金额巨大、人数众多、类型多样、方式隐蔽、手段翻新、高度组织化智能化的特点。本文在分析经济犯罪特点的基础上,提出严厉打击犯罪、打防结合、加强预警机制建设、队伍建设、做好法制宣传等对策。

The Characteristics and Countermeasures of Current Economic Crime in Dalian

Economic crime refers to the behavior that violates legal provisions of the state, infringes the national economic management system, undermines the order of socialist market economy in order to seek illegal interests in the operation of commodity economy; the behavior should be subjected to punishment in accordance with the criminal law. At present, economic crime has a high incidence rate in Dalian and bears the following characteristics as rapid growth of the gross, involvement of a huge amount of money and people, various forms, elusive ways, new means, highly organized and intelligentized. Basing on the analysis of the characteristics of economic crime, this article puts forward the countermeasures of sternly fighting against economic crime, combining strike with prevention, strengthening the construction of early warning mechanism, building team forces, carrying out legal publicity, so on and so forth.
