论侦查学专业学生法律素质养成

公安教育是为社会提供高素质专业警务人员的基本途径,而侦查学专业作为公安院校的优势学科其培养目标设定在培养出能够有力打击犯罪、保障人权的专业人才。基于保障人权的要求,该培养目标的实现,离不开对侦查学专业学生法律素质的培养。本文首先,对法律人概念的外延部分进行再界定,提出侦查人员也应被涵盖在内的新理念;其次,按照现代社会对于侦查的功能定位来详解侦查人员应具备法律素质的边际究竟在哪里;最后,提出通过养成侦查法治意识以完成侦查专业学生法律素质养成的培养目标。

On the Legal Quality Education of the Investigation Major

Police education takes the responsibility of supplying professional and high-qualified policemen to society. The investigation major, a preponderant discipline of public security college, aims to train professional investigators able to fight against crimes and safeguard human rights. Basing on the requirement of human rights protection, the realization of this training objective can not do without the cultivation of the would-be investigators’ legal quality. At first, the paper brings a new definition of juridical personality, which should include the investigator. Secondly, according to the function orientation of investigation in modern society, the paper defines what legal qualities the investigator needs. At last, the paper proposes the training objective of cultivating the legal quality of investigation majors through developing their law consciousness of investigation.
