理顺关系 综合职能 构建统一的大公安格局--对改革和创新现行公安体制的几点思考与建议

我国现行公安体制存在着整体上与新经济体制不相适应、机构设置不科学、警力配置不合理、效能发挥不充分、条块关系不顺畅、资源共享不到位等诸多弊端,已成为新形势下制约公安工作服务全党全国工作大局的"瓶颈".因此,必须理顺关系,综合职能,改革和创新现行公安体制,构建全国统一的大公安格局.

Thoughts on Reform and Creation of Present Public Security System

There exist many inefficiencies in the public security system of our country, such as its unsuit-ability to the new economic systems, unscientific set of structure, unreasonable allocation of police forces, low efficiency, and so on, which form the bottle - neck that restricts the whole public security service for our Party. So, the reform and creation of the present public security should be made to establish the national public security mode.
