论警察的本质、职能与职责

警察的本质受制于国家的本质,警察的职能是警察本质的外在表现。当前,应强调警察的社会性本质与社会管理职能,以适应政府的职能转变。对警察的职责的传统表述客观上阻碍了警务发展,应从三个方面加以理解:保护、服务的职责;指导、维持的职责;防止、查处的职责。

On the Essence, Function and Duty of Police

The essence of police is determined by the essence of state. The function of police is outer expression of the essence of police. At present, we should emphasize the social essence and the function of social management in order to fit in with the function transformation of the government. The traditional statement of the police duty has hindered the development of the police work objectively. So the police duty should be understood in the following three aspects: the duty of protecting and giving service; the duty of directing and maintaining; the duty of preventing and punishing.
