从"3·20"聚众斗殴案看农村社会治安防控体系中存在的问题及治理对策

农村治安防控体系中存在的问题主要有 :投入不够 ,公安机关治安防范职能未能有效发挥 ;控制弱化 ,农村基层政权建设有待加强 ;管理松散 ,帮教改造措施亟待落实 ;渠道不畅 ,情报信息工作难以适应现实斗争的需要。必须增加治安防范的投入 ;狠抓基层政权组织建设 ;健全和完善社会改造和帮教机制 ;强化农村精神文明建设。完善农村社会治安防控体系 ,切实维护农村治安稳定 ,实现真正意义上的“标本兼治”。

The Existing Probloms of Public Security Prevention_Control System in Rural Society and the Countermeasures Based on "3*20"Case of Affray

The existing problems of public security prevention-control system in rural society are mainly following:(1) Input is not so enough that the functions of public security organs do not work effectively;(2) Control is so weak that the construction of the rural basic-level government is not strengthened;(3) Management is so loose that the aid-education measures should be urgently carried out;(4) Intelligence channels are not so fluent that the intelligence collection is difficult to adapt to the realistic struggle.Therefore,the above four aspects should be improved and perfected so that the stability of rural society can be maintained.
