| 摘 要： | 战后以来,为缩小地方和三大都市圈在经济、社会发展方面的差距,解决因人口“过疏过密”和东京“一极集中”所产生的一些严重的社会问题,日本政府在国土综合开发的基础上,加强了地方开发。从总体上看,日本地方开发虽然有一定的滞后性,存在着一些需要解决的问题,但已取得了一定的成效,积累了一些有益的经验。

| Abstract: | ：Japanese government has enhanced its district developing based on its compressive land developing in order to solve the serious problems caused by Tokyo centralization as well as population extremely unbalanced in different areas, to decrease the differences in economy and social development among the three great cities areas. To make a general comment, it has been delayed in starting the district developing in Japan and there are some problems needing to be solved in this aspect, but the district developing has made some effects as well as has gained some useful experiences. |
