From the end of 19th century to the first half period of 20th century,Japan started a lot of publications in China.The earliest and greatest influence was《 Shuntian Times》,the third chief of this newspaper was Kamei Rokurou,who was one of key figures in the Beijing press at that time and he was also a typical representative of hardliner in Sino-Japan " 21 Treaty to China".However,after the World War 1,Kamei Rokurou changed his mind to criticize the policy to China,to advocate international peace.It was of far-reaching historical significance and momentous current significance important to consider the change of Kamei Rokurou and the role of mass media.
