政府行政权力的法律约束和监督——浅谈实现法治国家的途径

党的“十五”大提出依法治国 ,建设社会主义法治国家 ,目前中国的依法治国是社会主义初级阶段的依法治国 ,是处于社会转型时期的依法治国 ,我们要正视中国目前的经济、政治、文化状况 ,寻找一条适合中国的依法治国之路。把“依法治国”作为一个以宪法为中心的法制系统工程来抓 ,要贯彻“依法治国”方略应抓紧四个环节 ,一是依法行政 ,二是治“官”治“权” ,即对行政权力的约束和监督。

Legal Restriction and Supervision of the Administrative Power of Government——Means to the Rule by Law

The policy to rule the country by law, build the socialist legal system country raised by the 15th National Congress of the Communist Party of China. During the elementary stage of socialism, we should face our present conditions of economy, politics and culture quarely, looking for a suitable way to rule the country by law. To carry out the strategy of rule a country by law, we should attach much importance to the following : administration by law; restriction and supervision on the administrative power.
