| 摘 要： | 入世后,在有限政府、市场导向、共同治理的价值取向下,行政机关的行政行为方式正在由权力化向非权力化方向发展。具体表现为:在行政行为中,广泛运用协商、讨论、妥协的柔性化的方式,突出以行政主体对相对人利益和意志的充分尊重和平等对待。

| Abstract: | After entering into WTO,under the guidance of value on the limited government,the market direction and management together,the way of administrative behavior is being turned from the power toward non-power.For instance:the gentle way of negotiation,discussion,compromising is used extensively in the administrative behavior.And the administrative subject respects the benefits and wills of opposite party and treats them equally. |
