公用事业公私合作的新思路——政府应对公用事业市场化的新问题

我国公用事业推行市场化之后出现了一系列新问题,如:国有资产流失严重,政府官员腐败机会增加,公共物品和服务从一种垄断走向另一种垄断,等等。出现这些问题的根本性原因,是政府与私营企业的关系没有理顺,仍然沿用简单的“管与被管”的思路来理解政企关系。要走出困境,必须从政府与私营企业的“伙伴关系”来寻找新思路。

The New Thinking-Way to the Symbiosis between the Government and the Enterprise in the Public Utility——New problems that the government should deal with in the marketization of public utility

After the public utility has been marketized,a series of new problems appeared in China,such as loss of many national assets,the increased corruption in the government,the change from a kind of monopolization(national) to another monopolization(private) in public goods and services,etc.The key cause is that confusion of the relations between the government and the private enterprises when the theory of the "the ruling and the ruled" is still adopted.So we must seek a new thinking-way from the "partnership" between the government and private enterprises.
