| 摘 要： | 通过对“新公共管理”的反思和批判,美国学者登哈特夫妇建构出系统的“新公共服务”理论,该理论强调政府治理角色的转变在于服务而非导航。新公共服务理论把“服务”当作公共行政的出发点和归宿,为我们建设服务型政府提供了思想基础。

| Abstract: | Mr. Denhardt and his wife, American scholars, advanced new public service theory by the reflecting and criticizing new public administration. The new public service theory emphasizes that the function of government is service, not guidance. It takes service as the departure point and destination of public administration, which provides rationale for our country to construct service-oriented government. |
