| 摘 要： | 本文以利益相关者理论为基础,详细分析了多元参与应急管理中各行动主体的行动动力及其参与机制。有效的多元参与危机管理模式必须基于各行动主体在应急管理中拥有合理的利益。维护既定利益或者实现预期利益构成了多元参与主体的行动动力。多元应急模式必须提供有效的制度基础,来准确地界定利益相关者,合理地平衡公共利益与私人利益之间的关系,通过议题为导向的项目解决小组协调多元参与主体的应急行动。
