| 摘 要： | 向非营利组织转化是事业单位的改革方向之一。由于存在人员分流、产权变革、机制转变、机构变性等转化难题,事业单位向非营利组织转化未形成规范路径,也未普遍发生,而产权安排、劳动人事、登记管理、公共财政、治理机制等相关制度缺失则是其根源。本文认为,应在把握转化意义及根据基础上,立足现实,形成科学、可行的转化推进战略。
