循环经济是推进可持续发展战略的一种优选模式，它以[减量化（Reduce）、再利用（Reuse）、资源化（Recycle）]为原则，强调以循环发展模式替代传统的线性增长模式，表现为以[资源一产品再生资源]和[生产－消费－再循环]的模式有效地利用资源和保护环境，最终达到以较小发展成本获取较大的经济效益、社会效益和环境效益。

Promotion of Circular Economic by Law to Realize Sustainable Development——Brieflntroduction o fLaw on the Promotion of Circular Economy

As an optimal model for promoting the strategy of sustainable .development, the circular economy takes ＂Reduce-Reuse-Re- cycle＂ as its principle and emphasizes substitution of the circular development model for the traditional arithmetic growth model. It is manifested with the ＂Resources-Product-Renewable Resources＂ and the ＂Production-Con- sumption-Recycle＂ models intended to make an effective use of resources and protect the environment, to eventually win relatively great economic results, social results and environmental results with relatively minor development costs.
