论从企业家型政府向公共服务型政府的转变

企业家型政府对我国二十多年来经济的高速增长起到了重大推动作用,具有一定的历史合理性。但这只能是我国经济转轨时期一种过渡的政府形态,它必然要向公共服务型政府转变。公共服务型政府职能重点应从经济建设转向为社会提供公共产品和服务,应构建新型的政府与社会互动关系模式,要改进服务方式和工作效率。

A Study on the Shift from the Government of Entrepreneurship to the Government of Public-service

The Government of Entrepreneurship has been greatly promoted the rapid increase of China's economy for the past 20 years,which shows its historical rationality.However,it can only be a transitional form of government during China's economic transformation,and it is certain to shift into the Government of Public-service.The emphasis of the functions of the latter should be changed from economic construction to providing public products and services,should be to establish a new interactive pattern between the government and society,should be to improve modes of services and working efficiency.
