论规范党委与人大关系中的执政党作为

在当代中国的政治生活中,要科学规范党委与人大关系,共产党的主动作为是决定性的因素。为了有效地推动我国民主政治向前发展,共产党作为执政党,必须在坚持党的领导的同时正确把握党对国家政权的领导内涵,必须对依法治国条件下共产党所具有的领导党与执政党的不同身份以及与此相关的领导方式与执政方式进行区分,必须正确把握和处理执政党与人大之间的两种意义不同的关系,还要抓准做好这些工作的着力点。
