| Abstract: | Currently,government by law construction still needs further propulsion.The directions and tasks of the construction include many transformations,involving from self-promotion to sustainable promotion combining internal and external factors,from regulation making focus to practice focus,from closed to open,from balanced power structure to dislocated one,from self-discipline to heteronomy,and from the formal rule of law to substantive rule of law. |
