| 摘 要： | 执法为民的逻辑基础是主权在民。法治的内涵,其根本点是"法律至上",也就是人民的意志至上。林肯把民主国家概括为六个字:"民有、民治、民享"。主权在民显然是民有,人民当家做主是民治,执法为民、执政为民是民享。

| Abstract: | The logical foundation of law enforcement for the people is the sovereignty of the people.The connotation of government by law,whose foundation is ＂the law is supreme＂,also means that the people＇s will is supreme.Lincoln summarise the democratic country with six characters： ＂of the people,by the people,and for the people＂.The sovereignty of the people obviously means＂of the people＂,the people is the host means＂by the people＂,and to enforces the law for the people means ＂for the people＂. |
