| 摘 要： | 公安机关和民警故意或过失致使职责未得到履行或是履职不到位，就存在问责的情形。公安机关问责制度的建立是推动公安工作落实的关键，也是提升公安机关执行力的重要保障。应当从问责事项、问责对象、问责主体、问责程序、问责方式、问责兑现、问责救济等方面来建立健全公安机关的问责制度。
