摘    要:政府绩效评估指标设计在整个政府绩效评估过程中居于核心地位,指标设计应遵循业绩指标与通用指标相结合、定性指标和定量指标相结合、传统指标与现代指标相结合、正数指标与负数指标相结合、基本指标与修正指标相结合、过程指标与结果指标相结合的开发思路。

Abstract:Designing the index system plays a core role in the process of government performance evaluation,and it needs a proper way to establish a scientific index system.We insist that the scientific way is to set up the post performance indexes in accordance with the general ones.In addition,we should coordinate the quantitative with the qualitative ones,traditional indexes with modern ones,positive indexes with negative ones,basic indexes with revised ones and process indexes with result ones.
