新加坡实用主义公共政策评析

鉴于独立后较长时期内的复杂环境,新加坡政府将实用主义原则嵌入了公共政策领域。实用主义公共政策具有孤立性、不连续性与数字性等特征。特别是在经济实现腾飞之后,这种公共政策的负面效应就开始凸显,产生了系统政府失败、民主价值背离、民众认同降低等危害。

On Pragmatism Public Policy in Singapore

In view of the adverse social conditions when Singapore’s founded,People’s Action Party formulated the public policies under the guiding ideology with pragmatism to promote the economic growth.Singapore’s pragmatism public policy is characterized by the isolation of policy formulating,the discontinuousness of government policies and the digit of policy evaluation criteria.The guiding principle of pragmatism is not in the suitability after economic take-off and has the following disadvantages: the failed system government ,the deviation from democracy and the reduced public acceptance.In this regard,Singapore has attempted to replace it by communitarianism
