台湾建构公民社会的“协商民主”之实践状况以“选票民主”的反思为背景

台湾政治转型以来，其民主政治的步伐基本上还处在以“选票”为中心的阶段，“选民文化”强过公民文化，而“省籍-族群-本土化”的政治进程更加剧了这些倾向，造成了“省籍-族群”间矛盾的激化，政治文化偏重于对抗，政治悲情被滥用，不仅在重大的价值与政治问题上而且在很多社会议题上也无法达成共识，政治陷入空转。为改变这种情况，台湾建构公民社会的力量进行了相当的努力，推动“协商民主”的实践，如提出公共新闻学、公民论坛、公民会议、社区协商等，尤其是进行“省籍-族群”间的沟通与和解活动，希望以此厚植台湾的公民文化，匡正“选票民主”的疏失。

Practices of "Deliberative Democracy" to Construct the Civil Society of Taiwan --On the Background of Reflection of "Vote Democracy"

Since beginning the transition, the democratic politics in ethnical-localization＂, and wandered in the stage of＂vote being biggest＂, Talwan so in has stepped a way of ＂provincial- Taiwan＇s political culture the factors of ＂voter＇s culture ＂ are more than those of ＂civic culture＂. The political life in Taiwan is full of confrontations, abuse of political tragedies and pity, and could not reached consensus not only at important politics affairs or value even at common social affairs. For finding a way out of the dilemma, Some people try their best to build civil society and nurture civic culture by advocating ＂public news ＂ , ＂citizen＇s forum＂, ＂citizen＇s meeting＂, ＂community＇s conference ＂, ＂communication and reconci liation between different provincial-ethnical groups＂ and so on, their efforts deserve attention even which maybe not have effective in the short period.
