回顾与反思：中国政府机构改革的三十年

通过对改革开放以来经历的六次政府机构改革的回顾，指出在历次机构改革中存在启动改革的被动性，政府职能转变不彻底等共性问题，并在此基础上，提出对解决这些问题的建议。必须要提高各级政府干部对机构改革必要性和革命性的认识，把政府职能转变作为机构改革的主线，坚持依法治编以及增强改革的动力等。
