程序公平社会心理学研究及其在法律、政治和公共管理领域中的运用

程序公平社会心理学兴起于1970年代西方学界，1990年代以来研究成果层出不穷，但迄今为止尚未受到中国学者的充分重视。本文对程序公平社会心理学的基本理论框架和研究方法做了初步的介绍，并展示了它在法律、政治和公共管理领域的运用。本文详细讨论的三个经验研究——桑赛恩和泰勒对公众对纽约警察的支持、张光等对中国农村居民选举行为、鲁宾对美国国防部人事管理——都表明，程序公平知觉是决定组织合法性及其绩效的主要决定因素。论文最后就程序公平社会心理学运用于中国个案的重要性做了简要的提示。

The Social Psychology of Procedural Justice and Its Application in Law,Politics,and Public Management

The social psychology of procedural justice(SPPJ) was born in the Western academic world and has developed greatly there since the 1990s.However,it has not received much attention from Chinese scholars.This paper provides a brief introduction to the basic theory and methodology of the SPPJ and shows its application in law,politics,and public management.Three empirical studies——Sunshine and Tyler(2003) on public support of the New York police,Guang Zhang et al.(2010) on village election in rural China,and Rubin(2007) on the personal management of the United States Defense Department – are discussed in some detail,all of them indicating that the perception of procedural justice is a key determinant of organizational legitimacy and performance.The paper concludes with a few suggestions about the importance of the application of the SPPJ to the Chinese case.
