对增强杨凌集聚发展和辐射带动能力的认识

杨凌示范区面临着全面建设小康社会和“一线两带”建设、农业产业化经营和农业现代化建设、世界制造业中心向中国转移所等所带来的良好发展机遇。但目前存在缺乏自主生长机制、社会综合支撑有明显缺陷、产业发展空间拓展不开等制约性问题。今后必须在加快强化社会综合支撑、加快集聚和壮大产业、积极参与国际国内市场竞争等方面取得重点突破。为此要有机协调集聚吸引和辐射扩散的关系、城市建设与示范区发展的关系、三次产业发展的关系。

Cognition on enhancing capability of yangling centralizing development and radiating drive

In this paper, the opportunity and primary restricting problem of National Hi-tech Agriculture Demonstrate District of Yangling development were analyzed firstly. And then, base on the analysis result, the breakthrough emphases of quicken developing demonstrate district of Yangling were discussed through three aspects: strengthening society synthesis support, expediting centralization and expanding industry, and participating actively in market competition of national and international. At last, it were present that several relations should be harmonized organically, i.e. the relation between centralizing attraction and radiate diffusion, the relation between city construction and demonstrate district development, the relation of agriculture and industry and third industry.
