“公安”、“警察”关系之争应休矣

“公安”与“警察”,在我国都是有着丰富内涵的概念。“公安”,首先应有的含义是为了强调“公”的一面;其次“公安”是指作为一种新的社会治安理念的“公安制度”而被提出;再次“公安”是指治安主体维护社会治安所追求之目的或理想状态;最后“公安”是指我党的“人民公安理论”。“警察”也是一个具有多层涵义的概念,但一般是从主体的意义上讲的,即国家所设立的维护国家安全和社会治安秩序的专门机构及其人员。
