| 摘 要： | 以经济增长为中心的发展模式逐渐不适应社会发展的需要,破解社会管理难题已成为当前各级地方政府的迫切愿望。社会稳定不等于没有社会矛盾,而是要正视与化解矛盾,创建民主、公平、协调发展的社会氛围。新形势下,政府社会管理应当协作创稳,着力于主动创稳、内化疏导、责任服务、精细规划和动态平衡,力求取得实实在在的成效。
