关于维护劳动者发展权的战略思考

维护劳动者发展权，一方面要组织引导职工拥有与经济社会发展趋势相吻合的自我抱负和目标的追求，另一方面是努力为职工实现自我抱负和目标创造有利的环境与条件。在发展和谐劳动关系的进程中，由于发展的阶段性与区域的差异性，工会维权工作的内涵、手段及其制度、机制建设应当注重层次性。在实施自主创新国家战略过程中，工会适时维护职工发展权，是贯彻“促进企业发展，维护职工权益”维权原则的重要实践。

In the process of developing the harmonious labor relationship, the Trade Union should pay attention to the levels of the work content, methods and its systems according to the differences of each period and area. During the construction of the Chinese characteristics independent innovation system, the protection for the development right is an important practice of carrying out the principle of ＂promoting the development of corporations and protecting the rights of the labors＂.
