现实社会主义经济制度的基础,是以公有制为主体、包括多种所有制在内的综合经济基础.非公有制经济决不是社会主义的对立物和异己力量,也不是社会主义可有可无的补充,而是我国社会主义市场经济的重要组成部分.非公有制经济与公有制经济一起,共同构成我国社会主义初级阶段基本经济制度的基础.大力发展非公有制经济是社会主义本质的客观要求,非公有制经济的发展并不会削弱公有制的主体地位.在社会主义初级阶段,公有制的主体地位并不等于公有制在社会所有制结构中占绝对数量优势,必须从质和量相统一的观点来看待和认识公有制的主体地位.

Emancipating the Thinking and Accelerating the Development of Non- Public- Owned Economy

The foundation of modern socialist economic system is a comprehensive one based on public ownership, together with other types of ownership. Non-public-owned economy is an important component of China's socialist market economy rather than the opposite of socialism or a supplement that may needed or not. Public-owned economy and non-public-owned economy altogether make up the foundation of China's basic economic system in the primary phase of socialism. To develop greatly the non-public-owned economy is the objective requirement of socialism. It will not undermine the dominant position of the public ownership. In the primary phase of socialism, the principal position of the public ownership does not necessarily mean that it occupies the predominant amount of assets in the ownership structure of the society. The principal position of public ownership must be evaluated with consideration of the unity of the quality and quality.
