摘    要:我国是农业大国,农村经济管理具有重要地位。在资本稀缺的贫困地区进行西部大开发,人力资源的开发比愚公移山式的攻坚具有更高的效益。为此,以宁夏西海固山区为对象,研究贫困地区农村人力资源的管理与开发问题,为贫困地区人口资源的开发提供理论依据。

Abstract:China is a big agricultural country t hat attaches great importance to the management of rural economy.In the p rocess of developing the west in the poverty-stricken areas in which capital is ext remely needed,the exploitation of human resources is of greater benefit than developing these areas slowly with dogged perseverance.Therefore,it is necessary to research on the management and exploitation of the human resources in such poverty-stricken areas as th e mountainous regions of Xiji,Haiyu an and Guyuan in Ningxia so as to provide theoretical basis fo r the exploitation of human resource s in the poverty-stricken areas.
