自然垄断与规制定位

自然垄断内生单一市场结构和规制需求,但这种规制不是人们通常认为的以及政府通常使用的,对外在厂商行为即进入自然垄断产业的进入行为进行管制,而是对在位厂商的垄断行为进行规制,使在位厂商在价格、产品及服务质量等方面的供给行为真正反映自然垄断产业特征,即单家经营成本最低与社会福利最优的要求。这种规制之所以是内生于自然垄断产业本身,就在于自然垄断产业自然形成垄断,而垄断自然会使理性的在位厂商在损害社会福利的情况下最大化自身福利。

Natural Monopolization And The Regulation Orientation

Natural monopolization itself produces a single market and regulatory mechanism.However,it is not the one that the governments usually apply to conduct how the manufacturers act extrinsically when coming to the period of natural monopolization,but the one that controls and regulates the incumbent manufactures to make them display the features of natural monopolies in terms of price,product and service quality.That is,a single manufacturer would give the optimal social welfare at the lowest operating cost.Therefore,the reason why this regulation is born with a natural monopoly is that natural monopolies form natural monopolization,which makes the rational incumbent firms gain their own optimal interest at the expense of social welfare.
