多层治理理论与欧洲一体化

二十世纪90年代,多层治理理论提出了一种解释欧洲一体化的新视角。它试图超越政府间主义与超国家主义在欧洲一体化问题上的争论,而把理论的关注点放在欧盟政治实体的具体运转上,认为欧盟既不是国际组织也不是准联邦国家而是国家、超国家、次国家行为体共同参与、共享权力的多层治理体制。与传统的理论视角相比,多层治理理论有助于人们更好地理解欧盟政治的复杂性和独特性以及欧盟政治的具体运转问题,但是,作为一种新兴理论,它仍存在一些缺陷,有待于进一步的完善和发展。

Theory of Multi-Level Governance and European Integration

Multi-level governance is a new approach put forward in 1990s to explain the European integration.It tries to transcend the debate on European integration between intergovernmentalism and supranationalism by focusing on the actual operation of the Euro-polity.It views EU neither as an international organization nor as a quasi-federal state,but regards EU as a multi-level governance system in which national,supranational and subnational players are collectively involved in European governance and share the authority jointly.Compared with traditional theories of European integration,multi-level governance dose help us to have a better understanding of the complexity,uniqueness and the functioning of EU politics.However,as a new theory,multi-level governance still has some shortcomings and needs to be improved.
