云南有组织犯罪现状、特点及对策

近年来 ,云南省一些城镇和农村地区 ,有组织犯罪有所抬头 ,有的地方甚至较为猖獗。其特点为 :1 黑社会性质犯罪不典型 ,恶势力犯罪活动突出 ;2 有组织毒品犯罪突出 ,跨境犯罪时有发生 ;3 组织机构严密 ,内部人员成分复杂 ,有帮规戒律 ;4 犯罪手段凶残 ,涉案罪名多 ;5 割据地域行业 ,疯狂聚敛钱财。相关对策 :1 统一认识 ,加强协调 ,提高效率 ;2 加强情报意识 ,广辟信息渠道和线索来源 ;3 建立专门的工作机构和“打黑除恶”专业队 ,注重长效机制 ;4 严密防范和打击境外黑社会组织的渗透活动 ;5 进一步加强区域合作和国际合作 ,联合作战。

Situation, Characteristics and Countermeasures of Organized Crime in Yunnan

Organized crime is increasingly rampant in towns and rural area of Yunnan. Characteristics are below: local evil force commit crime without typical nature of gang crime; There are close, complex structure in the organization and personnel, strict rules was carried out in the force; cruel means of crime and committing kinds of crime; control local business to gain a large amount of money. Countermeasures is proposed below: meeting of minds and increase efficiency; strengthening the idea of intelligence and enlarging the media of getting intelligence; special institutes need to be set up to fight against the crime; preventing and fighting the infiltration from gang group of outside border; enhancing regional and international cooperation.
