论陕甘宁革命老区的振兴与可持续发展——现状、问题与对策分析

陕甘宁革命老区是中国能源等资源富集的宝地,贯彻实施好《陕甘宁革命老区振兴规划》,对促进老区经济社会发展、保障国家战略能源安全具有特殊的政治意义和全局意义。该文分析了《规划》实施与老区发展的条件、现状以及存在的问题,并从健全《规划》实施机制、加强生态保护、完善资源开发税费政策、推动老区基础设施与试点区建设、加强企业治理和制定统一政策6个方面提出了建议。

ON the Sustainable Development in the Old Revolutionary Base Area:A Survey in Shanxi-Gansu-Ningxia Area

The old revolutionary base area of Shanxi-Gansu-Ningxia is a precious land with rich resources of energy and mineral. The effective implementation of 〈Development Program of Shanxi-Gansu-Ningxia Old Revolutionary Base Area〉 will be significant for the economic and social development of the old base area, and of crucial political and overall importance for the preservation of strategic energy. This article has examined the implementation of the 〈Program〉 and analyzed the development condition, the current situation and the existing problems in the old base area. Relevant proposals are raised from six aspects including improving the implementation mechanism of the 〈Program〉, enhancing the protection of ecology, perfecting tax policy in exploiting resources, promoting the construction of basic facilities and experimental districts in the old base area, reinforcing the regulation of the enterprises, and formulating the unified policy.
