中国农村养老保险制度的反思与重构

我国农村养老保险制度在运行过程中面临筹资模式和账户模式制度设计缺陷,资金来源结构错位,保费设计不合理、养老保障水平低,基金流失严重、保值增值能力差等诸多问题.为使农村养老保险走出困境,应结合我国农村的实际情况,采取有效措施解决现行农村养老保险运行中的突出问题,同时应合理构建农村养老保险法律体系,进行相应的制度创新.

Rethinking and Reconstructing the Rural Old-age Social Security in China

There are some problems in the process of setting up the rural old-age social security in China,such as the deficiency of the accounting pattern,the wrong way of raising money,the unreasonable rule of the premium,the low level of security,the waste of the fund,and the poor ability to preserve and increase the value of the fund.In order to go out of the predicament,we should consider the current situation in rural areas,take the effective measures to solve the problems in carrying out the rural old-age social security,and establish the reasonable rural old-age social security system in China.
