制度机制建设是构建和谐社会的保障

构建和谐社会是在我国经济社会发展新变化的基础上,为适应经济市场化、政治民主化和文化多样化提出的新型社会治理模式。构建和谐社会需要建设制度机制,规范社会不同群体的行动和社会秩序,使人的主观意志服从于制度规则,从而使得社会系统总体上处于和谐的状态。建立健全政府科学施政机制,建立健全社会利益协调机制,建立健全社会保障机制,建立健全公共安全维护机制,建立现代信用制度为构建和谐社会提供了制度保障。

Estabishment of System Mechanisim is the Guaranty of Constructing Harmonious Society

Harmonious society is the new governing pattern proposed to adapt to the economy marketabiliy,political democratization and cultural diversification originated from the changes in society and economy.It needs to establish the system mechanism to standard community activities and social oder,make people's subjective will obey the system mechanism,thus cause the society to be at hamonious condition.The development of socialist market economy has provided the realistic foundation for the new system operation.We should defer to the request of forth plenary of 16th party session to establish the scientific administration mechanism,social interest coordination mechanism,social security mechanism and modern credit mechanism to provide the system safeguard for harmonious society.
