国(境)外节约型机关的做法及借鉴

在对国(境)外节约型政府机关建设的发展背景、制度基础进行考察的基础上,本文介绍了其绿色政府、优化资产管理、降低运行费用、实施远程办公改革等做法,评述了国(境)外政府促进节约的制度、管理方法、激励机制。本文还对各国节约型机关管理模式、管理机构等体制问题进行比较研究,最终提出对我国转型时期节约型机关建设及其管理体制改革的借鉴思路。

A Review on the Economizing Institutions in Government Reform Outside Mainland China

After the analysis of developing background and institutional basis of economizing government in foreign countries,the article introduces the policies on Green Government,optimizing asset management,reducing operating costs,and telecommuting reform.It also gives a review on economizing management methods,and incentives mechanism of those policies.Furthermore,a comparative study of management model is done so as to provide some policy suggestions for China’s economizing government reform.
