| 摘 要： | 中国行政改革30年的历程勾勒出了中国政府的发展之路，也奠定了中国政府未来的发展走向。由精兵简政、提高效率到转变职能、增强效能；由管制型、规制型到服务型；由小政府取向到大部门思路；由政府单兵突进到与政治体制联动、与社会体制互动，中国行政改革的不断深化，走出一条从被动适应型改革到主动推进型改革的政府改革路径，探索出具有中国特色的政府发展之路。
