亚太经济合作组织制度化发展趋势的成员因素探析

尽管一体化组织应体现出所有成员长远的、根本性与整体性的利益,然而,由于亚太经济合作组织(APEC)内部的各成员经济体在资源禀赋、产业结构以及经济发展水平等方面存在着较大的差距,因此实践中,不仅在某一时期的某些问题上,相互之间的意志与利益取向并非完全一致,而且鉴于一体化组织内各成员在经济实力与综合国力上的巨大差距,一体化组织的利益往往还会无形中倾向于组织内部的那些实力较强的成员的国家利益与意志。如此运作的结果,势必使一体化组织的发展无形中受到组织内部的那些强势成员态度的影响甚至左右。在APEC20多个成员中,美国、日本、中国、东盟的态度相当关键。
