长三角城市群协同发展的实践探索与政策建议

长三角建成“具有全球竞争力的世界级城市群”,需要加强城市之间的协同发展。从1982年提出成立“上海经济区”开始,长三角城市群协同发展经历了初步试水、地方政府自发合作与央地协同三个阶段,协同发展取得了丰硕成果,然而,高水平打造长三角世界级城市群,需在现有行政区划下真正破壁行政区经济,紧扣“一体化”和“高质量”两个关键,使顶层设计与地方实践相结合,有效市场与有为政府形成合力,各扬所长、优势互补,提升整体竞争力。

Practical Experiences and Policy Suggestions of Coordinated Development of the Yangtze River Delta Urban Agglomeration

In order to build a world-class urban agglomeration with global competitiveness,the Yangtze River Delta needs to strengthen the coordinated development between cities.Since the establishment of the"Shanghai Economic Zone"in 1982,the coordinated development of the Yangtze River Delta urban agglomeration has yielded fruitful results and undergone three phases:preliminary experiments,local government voluntary cooperation and central government coordination.However,a high level of urban agglomeration in the Yangtze River Delta should break through the administrative barriers,solve two key issues of"integration"and"high quality".It needs further exert force in the combination of top-level design and local practice,effective market and government,as well as to enhance overall competitiveness.
