| 摘 要： | 随着知识经济时代的到来，特别是随着教育体制改革的深化和市场竞争机制的确立，高等学校对高层次人才的争夺十分激烈，这使高等学校之间的竞争白热化。从规范高等学校之间公平竞争的角度出发，必须对高等学校之间的师资人才流动行为进行法制化管理。

| Abstract: | With the arrival of knowledge-base economy times, especially with the deepening reform of educational universities system and the establishment of competitive mechanism of the market, colleges and competing against each others for high-level talented teachers becomes very fierce, which makes the competition between colleges and universities turn white-hot. Related departments must take actions to legally manage the flow behavior of talented teachers between colleges and universities from the angle of standardizing fair competition between colleges and universities, |
