| 摘 要： | 公共服务创新是实现宁夏跨越式发展的根本动因，同时也是全面贯彻落实十七大精神的必然要求。为了更好地推进公共服务创新，就必须依法行政，完善政府行为规范，推动政务公开，建立公开透明的行政体制，转变政府职能，推动公共服务社会化，完善政府绩效评估考核机制，提高政府效能，建设电子政府，推动政府再造。
