| 摘 要： | 本文结合福建实际 ,对黑社会性质犯罪的特点、社会基础进行了分析 ,并就此提出对策与建议 ,认为首先必须坚决贯彻新刑法关于惩治黑社会性质犯罪的规定 ,并进一步严密有关条文 ;其次公安工作必须把反黑斗争摆上重要议程 ;三是坚持严打方针 ,强化治安管理 ;四是从宏观对策上加强预防。

| Abstract: | Combined with the practice of Fujian,the author has analysed the characteristics and social bases of crimes with characters of the underworld. The author also has put forward some suggestions and countermeasures:First, firmly implement the regulations in the new Criminal Law in punishing crimes with characters of the underworld and further tighten certain regulations; Second, struggling against crimes of the underworld should be placed on the head agenda; Thirdly, sticking to “serious punishment" policies, and strengthen public security management; Fourthly, enhancing the prevention countermeasures from macro point of view. |
